More than 800 cellphones without NTC sticker seized

A TOTAL of 838 cellphones were confiscated by the National Telecommunications Commission (NTC) in separate raids in four city malls Friday afternoon.

In a joint operation, the personnel of NTC along with Task Force Davao and the Regional Mobile Group of the Philippine National Police seized 705 cellphone units from stores in Lachmi Mall, 45 units from shops inside Gaisano Mall of Davao, 100 from those in Victoria Plaza, and 20 in DCLA complex along R. Magsaysay Avenue.

NTC Southern Mindanao Regional Director Delilah Deles, who headed the raiding team, said they confiscated all cellphones without the NTC sticker or logo to protect consumers from danger. Units with logo are those that have been checked using national instrumentation standards for safe use.

The memorandum circular 200204-A of NTC stated that all cellphone retailers are obliged to have permits from NTC to operate aside from the business permit taken from the city of operation. All units to be sold must bear the NTC logo or sticker and all units that do not bear the stamp are considered smuggled therefore illegal.

Deles said if the stall owners want the units back, they have to pay P5,000 per unit and if the store does not have an NTC permit, another fine of P5,000 will be collected.

The confiscated units from the four malls will be stored at the NTC Office.

Friday's raids were the first-ever conducted by NTC in Mindanao. Deles said there will be more but refused to say when.

However, it is business as usual for cellphone retailers after the raid.

According to a shop owner at Lachmi Mall, the cellphone stalls resumed operation after the raiding team left.

It was observed that after Saturday's raid, sales attendants now show clients the NTC seal and let them check the merchandise before selling the unit. Most of the units displayed in the clear cases are also new yet inexpensive ones.

Councilor Pilar Braga, chairman of the committee on energy, transportation and communication, meanwhile expressed approval of the move.

"It is high time that NTC did it because we have a city ordinance regarding the regulated use of cellphones to protect consumers from fake substandard products and stolen cellphones," Braga said.

She added that pawnshops should be monitored as well to protect the consumers.

Rebels raid piggery farm in Sto. Tomas

A GROUP of New People's Army (NPA) raided a piggery farm and disarmed the security guards in Barangay Katipunan, Sto. Tomas in Davao del Norte on Friday morning.
Reports reaching Sun.Star Davao showed that security guards Teofilo Tagaca and Felomino Rodrigo were inside their office when the rebels, onboard three motorcycles, arrived. The rebels readily disarmed the guards of their M16 rifle and caliber .38 revolver. The raiders then fled thereafter. The guards were however able to identify one of the bikes with its plate number.
Police are now investigating who owns the said motorcycle. The Army's 72nd and 73rd infantry battalions, meanwhile, are conducting hot pursuit operation against the rebels as of this writing.
Sto. Tomas Police Chief Thor Valiente Cuyos said they also placed the two security guards under tactical interrogation to determine what really happened and if the two are culpable of any neglect.

The Army's 10th Infantry Division, in a statement, said it has been the modus operandi of he NPA to hit soft and undefended targets.

"We are anticipating that there will be more NPA atrocities similar to this. We have directed our field units to review the security arrangement with the different security agencies of farms, plantations and other business establishments," the statement added.

"It has always been emphasized to the owners of said establishments that they play a vital role in preventing the occurrence of these atrocities. The security effort of the military to protect or insulate the farm or plantation from NPA attack will become irrelevant without the active cooperation of the owners. (With Danjo Revilla)

Nogie hits back, demands report

THE word war rages on and this time, Davao City First District Rep. Prospero C. Nograles is taking to task Mayor Rodrigo R. Duterte for failing to submit an annual performance report so that Dabawenyos would know where their P3 billion annual budget went.

Mayor Duterte replied by saying that such an annual performance reports is not needed anymore as the people of Davao could pretty well see where their money goes.

"No need for a paper report. You can see it everywhere. Anyway I will send you one," was Duterte's reply to Nograles.

Nograles, however, insisted that Republic Act 6713, Code of Conduct & Ethical Standards for Public Officials, states that "every year a performance report should be made in writing and made public."

"Question, Davao City has P3 billion per year income. Has there ever been a yearly performance report on this? Congress has yearly report in its website and each congressman, including me, gives everyone a copy of his yearly performance report published," Nograles said.

Last Sunday, Duterte accused Nograles of not doing anything for Dabawenyos.

"Sa tinuod lang (the truth is) Boy, you never stood for the interest of Davao City. Kadtong dunay krisis dinhi, hain man ka (when there was crisis here, where were you)?" Duterte said.

Nograles, however, advised the mayor to ask barangay officials what help he had given them.

"Issue about helping Davao people? Ask, interview all barangay officials what help we have given to their people? Livelihood projects, Philhealth insurance, garbage environment vehicles, medicines and hospitalization at the Davao Medical Center, college scholarships with 3,000 college scholars in Usep and Ched, just to name a few. It's all in my yearly published performance report," Nograles said.

The Duterte-Nograles word war is now on its second week and Dabawenyos are already expressing their worry that the conflict might affect delivery of basic services. Mayor Duterte, however, assured Dabawenyos that for as long as he is the one running the City Government of Davao, services will continue as usual.

He said Nograles has nothing to do with running the city since the lawmaker is based in Metro Manila, in Congress, where his job is crafting laws and not running Davao City.

Mayor waives permit for Yuletide carolers

DAVAO is an open city for carolers, Mayor Rodrigo R. Duterte, as he scoffed at a law that requires carolers to get a permit from the Department of Social Welfare and Development (DSWD).

Duterte said that he would not impose such a 'stupid law.'

"We should celebrate Christmas as we conceived it to be. I will not impose that kind of stupid law. Let us celebrate Christmas with compassion for others," Duterte said.

The mayor said that just like in past Christmases, the city is open to all including the indigenous peoples who constantly troop to Davao City every holiday season.

Duterte also assured everybody that no one would go hungry this Christmas as the City Government of Davao will be feeding everyone.

That caroling cannot be done without a permit is an interpretation of the Solicitation Permit Law or Presidential Decree 1564, which provides that any person, corporation, organization or association desiring to solicit or receive contributions for charitable or public welfare purposes shall first secure a permit from the concerned regional offices of the DSWD.

The Solicitation Permit Law provides the penalty of imprisonment of not more than one year or a fine of not more than P1,000, or both, at the discretion of the court for soliciting donations or conducting fund drives without the proper permits.

Rody snaps back at NAPC for 'tomato seeds' aid

AFTER being blamed by the National Anti-Poverty Commission over the suicide of 12-year-old Mariannet Amper, Davao City Mayor Rodrigo Duterte snapped back, saying it is the national government that has failed to address poverty in the country.

In his "Gikan sa Masa, Para sa Masa" show Sunday, Duterte said the national government "does not really address poverty" contrary to its claims.

"Muhatag og seedling pero wala may yuta na katamnan (They give out seeds yet there's no land where they could be planted)," Duterte said.

The mayor said that NAPC, in response to news about Mariannet's suicide, sent over tomato seeds as their help for the family.

The mayor admitted being pissed by the NAPC's statement blaming the City Government of Davao for its failure to address poverty that allegedly contributed to Mariannet's suicide.

Latest development on the case showed though that Mariannet could have committed suicide not just because of poverty. Autopsy on the child's cadaver showed that she could have been raped.

Police authorities said they are looking into "incestuous rape".

Mayor Duterte meanwhile assured the public that "there would not be a closure on the case until the City Government is satisfied that it's really suicide."

No more cussing on Sunday tv

ONE week after his tongue-lashing and cussing on his "Gikan sa Masa, Para sa Masa" program, a tamed Davao City Mayor Rodrigo Duterte appeared on television Sunday with not a single cuss heard from him, save for the word "yawa" he uttered just once.

Even before the start of their taping of the show Saturday evening, Duterte already told his guest co-host, Leilani Alagcan, that they will "try to be decent."

Decent, indeed, the only time Duterte cussed by saying "yawa" is when he talked about Rep. Prospero Nograles. Other than that, the mayor readily censored himself whenever he feels like cussing.

The Duterte seen on TV last Sunday was entirely different from the Duterte two Sundays ago.

His assurance that he will be decent this time made the officials of ABS-CBN Davao who were present during the taping heave a sigh of relief.

The MTRCB earlier said that they would look into the culpability of the TV station that allowed the controversial segment of the block-time program sponsored by the City Government of Davao.

ABS-CBN also apologized to the viewers and promised to look into the matter.

Duterte, however, defended his actions by invoking his right to freedom of expression. The mayor said no amount of regulatory board could prevent him from exercising his right to free speech.

In the same program, Duterte dared Nograles to sit with him in his television program on Sunday so as to settle their conflict once and for all.

Duterte said Nograles could come early before their taping and discuss their problem.

"Kung gusto niya, anhi siya dinhi (If he wants to, he can come here)," Duterte said.

When asked if he is open for reconciliation with Nograles, Duterte, however, said reconciliation with the lawmaker would not be good for the city and the Dabawenyos.

"I could be civil to him but reconciliation on a personal basis, I think politically it is not good. Kasi if I reconcile with Nograles, wala nang magbabantay sa kanya. Mabuti na yung ganito kami, at least alam niya may nakatingin sa kanyang mga ginagawa," Duterte said. (No one will be watching him. At least this way, I'm here to watch over his activities.)

The mayor then denied that he is bullying the Dabawenyos as Nograles claimed. Duterte said the only people that he bullies are those that are doing nothing good for the people like drug pushers, kidnappers, murderers, and abusive people.

The mayor alleged Nograles has long been abusing his power and claiming projects that are not his. He revealed that the lawmaker has about P150 million from his countrywide development fund that could not be traced.

"Hain naman ang kwarta? Boy, hibaw-an nimo (Where's that money? Boy, you know very well), you never stood for the interest of Davao City. Kadtong duna tay mga crisis dinhi ciudad, asa man ka (When the city was in crisis, where were you)?" the mayor said.

‘Suicide’ of girl probed

MAYOR Rodrigo Duterte ordered authorities to conduct a deeper investigation on other possible reasons aside from poverty that may have driven 12-year-old Mariannet Amper to commit suicide.

Duterte made the order as he took note that the father of the girl, Isabelo, reported the death to barangay officials only on November 6, or four days after the incident, was suspicious.

The mayor also said instead of reporting it to the police, the family decided to go to the girl’s teacher first.

He said there was a big possibility that the victim killed herself not only because of poverty but other reasons as well.

This developed as an official of the Department of Education confirmed that some classmates claimed the girl revealed to them that she had a huge problem.

Jenelito Atillo, spokesperson of the agency, said the girl even told a classmate not to mention to her teacher that she had a problem that was hard to solve.

The P100 school fee that the girl was supposed to have asked her father, Atillo said, was for a project of the Parents Teachers Association for a television set. The school was not behind the project, he added.

Atillo explained that the girl’s father, Isabelo, who was the vice president of the organization of parents and teachers, was exempted from paying the contribution in exchange for his carpentry skills.

Duterte also questioned the refusal of the father of the victim to subject the body of the girl undergo autopsy to determine whether there was foul play.

Despite the refusal of the father, Duterte still ordered the police to conduct an autopsy on the corpse.

But the father explained that he refused to have the body of his child be subjected to autopsy because it was already buried and that it was improper to have it exhumed.

The girl’s death got media attention after it was reported that she left behind a diary and a letter to a television reality show about her “wishes.

It also prompted the Department of Social Welfare and Development national office to investigate the circumstances behind the incident.

Holy Child of Davao, EMAR in JS Fiesta Cup ‘07

Holy Child School of Davao Reds and EMAR Learning Center were invited to play in the coming JS Gaisano Fiesta Cup 2007 slated this November 24 in Tagum City.

Both teams will play the top two squads as based in the team standings of the ongoing JS Gaisano Cup ’07 basketball tournament.

“The matches will be in line with the parochial fiesta here in Tagum City,” said JS Gaisano Cup tournament director Renelle Jeanne Dizon in a fax statement.

Meanwhile, the JS Gaisano Cup ’07 will be having its All Star Day on November 25 highlighting an all star match-up of players from the different teams in the Cadet and Junior category. Aside from the all star match-up, there will also be the three-point shootout and the 2-ball competition.

Tagum City National High School still leads the ongoing elimination round in the Junior category with a 5-0 win-loss card followed by Lyceum of Mawab (4-1) and St. Mary’s College (4-2).

Their younger counterparts also lead the Cadet category with a similar 5-0 card while Maryknoll High School of Panabo is at second with 3-1. Lyceum of Mawab and Assumpta School of Tagum are at third with indentical 2-1 cards.

DPWH: Bankerohan project in central office's hand

THE Department of Public Works and Highways (DPWH)-Southern Mindanao is all set to face the Davao City Council Tuesday over the perceived delay in the Bankerohan bridge project but may not be offer much in the form of answers.

DPWH-Southern Mindanao director Hadji Pundidato Mitmug said though that they have a request for the council and that is for the body to pass a resolution requesting the DPWH central office to hasten the bidding process and awarding of the project.

He said the final decision is in the hands of their central office and not on the regional office. Mitmug said if only his office has a say on the project they would have started the construction of the Bankerohan bridge a long time ago.

The DPWH official said that based on his conversation with his superiors in Metro Manila last week, the bidding process is not yet over and that the program of works for the project is still being worked out.

Mitmug said the marching order of his superiors was to explain and justify to the Davao City Council and Mayor Rodrigo Duterte the delay in the construction and assure city officials that DPWH will do its best to finish the project by April 2008.

Asked if the DPWH can indeed complete the bridge within six months, Mitmug said it is possible if the contractor will double its effort to comply with the deadline.

As to the budget, Mitmug said the DPWH has allocated P100 million for this year and will be allocating an additional P50 million from its 2008 budget. He said the remaining balance for the project would be sourced from other funds like the Office of the President and countrywide development fund of Congress.

In Tuesday's hearing, Mitmug said he would be bringing with him his division chiefs, project engineers, information officer, and planning officer to help him explain the real score on the issue.

He said he will lay down the situation and hope that city officials and the public find it in their hearts and minds to understand that DPWH is trying its very best to have the construction of the Bankerohan bridge started as soon as possible.

"I hope that my friends in the council would not make it hard for me. To appear before the council is something very heavy for me. Mahirap palang maging director dahil sa iyo lahat bagsak ng problema. I now have sleepless nights," Mitmug said.

Mitmug also appealed to the media to refrain from ridiculing him, especially his surname, as what a radio broadcaster allegedly did in one of their interviews with him. (BOT)

Strong winds, waves demolish 39 houses

MONSOON waves wreaked havoc on two coastline communities over the weekend as 39 stilted houses were swept away by the violent tides.

In Barangay Matina Aplaya, the waves coupled with strong winds, destroyed 18 houses last Saturday while 21 others were torn down in Bucana, Brgy 76-A.

The Regional Disaster Coordinating Council warned residents leaving near the coasts to be wary of the phenomenon and contact barangay officials for immediate assistance or evacuation.

Vice Mayor Sara Duterte yesterday gave assistance to the affected families in Bucana, handing out P2, 000 and grocery items to 18 families in Purok 12-B and four families in Purok 4. The exact number of families affected in Brgy. Matina Aplaya, however, was not yet clear as of press time.

At the same time, Duterte asked the barangay captain to immediately look for a relocation site for the affected families.

“Katong area nga naigo dili na to patukaran ug usab kung dili kuralon na (The affected area will be fenced and no construction will not be allowed there),” she said over GMA-TV-5.

Gerry Pedrico, chief meteorological officer of the Philippine Atmospheric, Geophysical Astronomical Services Administration (Pagasa), said monsoon waves are a normal occurrence when a storm passes through the Philippine area.

He said the latest tropical depression, Hanna, changed the course of the wind from northeast to southeast.

“Nakagenerate ug southwest monsoon nga nisulod sa Davao Gulf (It generated the southeast monsoon and went into Davao Gulf),” he said.

He said the condition would continue until the middle of October and forewarned coastal residents to relocate to evacuation centers to be safe

History of Davao City

Davao's rich heritage in arts, culture and history come from its indigenous tribes, among the predominant groups include Bagobo, Mandaya, Mansaka, Manobo, Ata and B'laan.

According to historians, the word "Davao" is a result of the phonetic blending of words from three Bagobo sub-groups, meaning "beyond the higher grounds" or "over the hills yonder", a reference to the location of Davao River, a trading settlement. When different tribes went to the area, they would say that they were going to "davoh" (Obo group, considered the earliest tribe to settle in the area), "duhwow" (Clatta group) or "dabu" (Tagabawa group) as the place was surrounded by the hills of Buhangin, Magtuod, Maa, and Matina.

Led by Alvaro de Saavedra, the Spaniards - the first non-natives to visit Davao - arrived in the region in 1528. After the Spanish troops revolted and slayed Moro leader Datu Bago in 1847, a local hero who protected Davao from foreign invaders, Don Jose Oyanguren became the first governor of the undivided Davao province and renamed the place Guipuzcoa.

Way before World War ll, Davaoneos had amicable relations with Japanese. In 1900, a group of Japanese established extensive plantations of abaca around the gulf area and was engaged in logging, fishing and trading. The increase of Japanese residents earned Davao the title "Japan kuo" or "Little Japan."

In March 16, 1937 Davao finally became a city when President Elpidio Quirino formally inaugurated the signing of Davao as a charter city.

Pasko Fiesta sa Davao is an integration of festive and competitive Christmas during the entire month of December. The celebration kicks off with the lighting of the Christmas tree and the simultaneous switching on of Christmas lights in City Hall, City Council and its the surrounding parks.

The celebration also features the "Pahiyas" (adornments of Christmas trees, belens, lanterns and arches) and "Pasundayag" (merry presentations) competitions and performances in various barangays and districts showcasing the community's craftsmanship, creativity, and skill.

During this season, the city is adorned with exciting sights and sounds, barraged with mall sales, bazaars, food festivals, and night markets filled with wholesome entertainment day and night.
